Talk: The Bowerstone Resistance

Is this quest bugged? It says I have to follow Sir Walter, but he stopped walking and won't move. The glowing trail's gone too.
I have a tendency to wander off because I need to find every little hidden thing, so I was getting the silver key inside of one of the factories. Maybe that interfered with the quest?
Or is there something I need to do first? Because all it says is 'Follow Sir Walter'.
